Customer Success Story. SEC National Exam Program

Pyramid partnered with the U.S. Securities and Exchange Commission to modernize its National Exam Program, the agency's first high-value asset migrated to the cloud. NEP consists of eight financial analysis applications used by more than 1,000 examiners to analyze corporate data and support regulatory decision-making. Facing risks from aging on-premises infrastructure, Pyramid led a comprehensive modernization effort using Agile DevSecOps practices. Our team delivered cloud infrastructure consulting, target architecture design, migration roadmaps, and implementation services, while refactoring legacy applications to optimize them for cloud deployment. Pyramid also managed the SEC's AWS hosting environment, ensuring operational stability throughout the transition.

As part of the modernization, code coverage for the TRENDS application increased from single digits to 94% for services and 99% for the user interface, significantly improving quality and reliability. Release cycles accelerated from quarterly to monthly, enabling faster delivery of new capabilities. Through portfolio-level planning and coordinated release management, Pyramid supported concurrent development across multiple applications, optimized resource utilization, and maintained delivery within budget, all while minimizing disruption to mission-critical operations.

Customer Success Story. HUD AWS GovCloud

The U.S. Department of Housing and Urban Development sought to modernize and stabilize its AWS GovCloud environment amid growing operational complexity, manual infrastructure processes, fragmented network design, and increasing security and cost management demands. Pyramid delivered end-to-end AWS infrastructure modernization using Agile DevSecOps practices. The team migrated and managed HUD's enterprise infrastructure in AWS GovCloud, implementing Infrastructure as Code using Terraform and CloudFormation, automated CI/CD pipelines with GitLab, and container orchestration through ECS and EKS. Network architecture was redesigned using Transit Gateways to enable centralized, scalable connectivity across accounts and environments.

The modernization achieved approximately 99% automated infrastructure management and reduced AWS account onboarding time from weeks to hours. Security was centralized and strengthened through ADFS integration, Security Hub, GuardDuty, AWS Config, STIG-compliant baseline AMIs, and automated vulnerability scanning. Logs and telemetry were consolidated into OpenSearch, providing enterprise-wide visibility and audit readiness. Through centralized VPC endpoints and migration from Splunk to OpenSearch, HUD also realized significant cost reductions while maintaining robust observability.

Mainframe Operations & Maintenance

Modernization is rarely a clean break. Most federal mission-critical systems require parallel paths: targeted modernization of high-value applications, and disciplined sustainment of the legacy mainframe environments those applications still depend on. Pyramid handles both sides of that equation. Mainframe Operations & Maintenance is the sustainment side of our modernization practice.

Pyramid provides ongoing operations and maintenance support for mission-critical mainframe applications that manage complex financial, regulatory, and administrative processes. These systems support high transaction volumes and integrate with numerous downstream applications, where stability and reliability are paramount. Our work focuses on four sustainment disciplines:

  • System operations & monitoring. Continuous monitoring of mainframe environments to ensure availability and performance, with operational support, incident management, diagnostics, and preventive maintenance to minimize downtime.
  • Structured release management. Controlled rollout of system updates, patches, and corrective changes through proven release management processes that minimize operational disruption.
  • Application maintenance & defect resolution. Corrective updates, performance optimization, and remediation of vulnerabilities and defects across legacy code, often where institutional knowledge of the platform is the binding constraint.
  • Modern DevSecOps in traditional mainframe environments. Integration of DevSecOps practices into mainframe operations: source control discipline, automated regression testing, security scanning, and audit-ready change records. A capability few federal IT firms credibly offer at the mainframe layer.

The differentiator is not that Pyramid keeps mainframes running. The differentiator is that the same team sustaining the mainframe is also the team modernizing the applications around it, with the institutional knowledge of a 30-year federal IT firm preserved across both sides of the platform. That continuity is what shortens the modernization roadmap and protects mission stability while the transition is in flight.

Frequently asked questions

How long does a federal modernization engagement typically take?

Most modernization engagements run 12 to 36 months, depending on system complexity and ATO scope. We deliver in production increments every 2 to 4 weeks so value lands before the full program closes out, not just at the end.

Can you modernize systems that need to maintain their ATO?

Yes. Every modernization track we run is aligned to ATO requirements from kickoff. We work alongside your ISSM and authorizing official, generate continuous compliance evidence in the pipeline, and stage changes so existing ATO boundaries are respected throughout the rollout.

What is your approach to migrating legacy mainframe or Oracle systems?

We start with a current-state inventory and a target-state architecture, then peel off services or modules in priority order. Mainframe and Oracle Fusion workloads move to modern stacks (cloud-native, low-code, or open-source) in increments, with parallel run periods so federal staff are never left without a working system.

How do you handle modernization while we are still serving the public?

Strangler-fig patterns, blue/green deploys, and feature flags. Public-facing systems stay live while the new architecture takes over function by function. We design rollback paths before we ship, so any issue is recoverable in minutes rather than an outage that hits the front page.

Does Pyramid Systems hold contract vehicles for federal modernization work?

Yes. Pyramid is on GSA MAS, GSA OASIS+ Unrestricted, GSA 8(a) STARS III, HHS CMS SPARC, SEC ONE IT, FDIC ITAS III Next Gen BOA, and the HUD O&M BPA. AIR-Quire, our AI-powered federal acquisition platform, is Awardable on the DoW Tradewinds Solutions Marketplace.

What does a typical modernization roadmap look like for a federal program of record?

Weeks 1 to 6: current-state inventory, target-state architecture, and a written rollout plan tied to the existing ATO boundary. Months 2 to 6: first vertical slice in production behind a feature flag. Months 6 to 18: increment-by-increment migration with parallel run on every cutover. Months 18 to 36: legacy decommission and SRE handoff. We tie every increment to a 2 to 4 week production cadence.

How do you handle a mid-program modernization where the prime contractor is changing?

The pipeline, the IaC, the documentation, and the SBOMs are written so a new prime can pick up the program without a rebuild. Open-source tooling, federal-standard languages, no proprietary lock-in. What survives a contract change is the discipline embedded in the artifacts.

Do you only work with federal agencies?

Federal agencies are the majority of our delivery experience, and that's the rigor our commercial clients hire us for too. Pyramid serves federal agencies and regulated enterprises (financial services, healthcare networks, utilities, regulated technology platforms) that demand the same audit posture, uptime, and compliance discipline we built for federal mission systems. If your environment is regulated, audited, or relied on by people who notice when it breaks, you are our audience.
